Alliance of Planets Great Charter

The Great Charter was written when the Alliance of Planets was founded. Each potential Member State must sign and comply with the Charter. When necessary, the High Council can amend the Charter, or repeal portions of it.

- All potential members of the Alliance of Planets must sign the Charter before receiving the rights and privileges thereof. Their government shall be bound by the terms of membership and behave as is becoming of an ally and Member State of the Alliance.

- Clause 1: Borders between the Member States of the Alliance of Planets shall remain regulated. No military presence of any Member State will be allowed within the borders of another Member State without permission. Citizens shall be allowed to cross all borders without unreasonable toll or tax.
- Clause 2: Trade between member states will remain open. No regulation on the types of goods traded may be imposed. Substance, quality, and quantity controls will not be imposed. Member States may impose tariffs on the price of goods, but none exceeding 15% on the merchandise.

- Clause 1: The Member States of the Alliance of Planets shall be given equal voice in the High Council. Their representatives may be chosen as the Member States desire. No term limits shall be imposed by the High Council.
- Clause 2: A President of the Alliance must be chosen from within the High Council once every two years. No President shall serve more than four terms. The President shall be granted the power to impose penalties on any Member State that violates the Charter.
- Clause 3: When a President imposes penalties, a Court of at least two High Council members shall be chosen by vote to uphold or repeal the ruling of the President.
- Clause 4: The Council shall have the power to amend this Charter with a two-thirds majority vote.

- Clause 1: The Alliance of Planets shall keep a Space Police force to regulate and control the neutral territories and keep them safe for trade.
- Clause 2: An Explorer Corps shall be kept to expand the knowledge and territory of the Member States. Information and territories will be divided by percentage, according to the highest financial and manpower backers.

- Clause 1: The Member States shall respect the treaties made between non-Members and the Alliance of Planets. Friendly non-members shall be treated as allies.
- Clause 2: When one or more Member States declare war, the Alliance of Planets and other Member States must give their support. Support shall be as each sees fit; financial, military, political, or moral.
- Clause 3: In warfare, no Member State shall use weapons of mass destruction or orbital bombardments on inhabited planets. No restrictions shall be imposed in deep-space combat or on uninhabited planets. (This Clause was repealed on March 6th, 2324.)
- Clause 4: No Member State government shall be overthrown in rebellion. Rebels shall be met with force by the Space Police.

- Clause 1: The Alliance of Planets Member States must insure the individual rights of all civilians and citizens within their borders. The right to life, liberty and property shall not be restricted or revoked without due process of law.
- Clause 2: Any and all civilians may address the High Council to bring their grievances against their Member State. They must be treated with respect and dignity, and their grievances fully investigated and remedied.
