The Convention of Admirals was a meeting of military commanders who were part of the Prefecture rebellion, and key members of the Resistance.
The convention wrote the Constitution of the Federated Districts of the Prefecture, and organized the public referendum and elections on former worlds of the Empire to determine which star systems would gain independence and which would join the Prefecture.
