Joe Berman is an officer in the Legion of the Phoenix, serving under General Travis Carpenter. He was a veteran commander for the United Earth Alliance, retired and living on his native Bethija when the Empire invaded during the Second Exodus War.

When Bethija defected to the Empire, Berman was recalled into service by the planetary government, and ordered to join the Royal Imperial Army. Berman followed orders, but had no loyalty to the Empire and immediately joined the rebel Prefecture when they made themselves known.

Berman is known for his level head, and his willingness to give his frank opinion of a tactical situation to his superiors.
