Not since the darkest years of Nazi Germany has any Terran nation been as feared or hated as the Onyx Empire. Its policies of murder, warmongering, fearmongering, and terrorism were more thorough and more brutal than any other government's.
Unlike other past totalitarian governments, where such practices were an "open secret" and more a byproduct of the government's rule, the Onyx Empire was proud of its deadly control, and revelled in the bloodshed it unleashed.

The Onyx Empire, officially the Sovereign Empire of the Royal House of Black, was built on the charisma and cunning of Lucius Black. Its history stems from the First Exodus War, but did not officially form until the Torimur Exiles ended the Second Exodus and captured the Alpha Centauri System. Years later, the Onyx Empire expanded its reign across the galaxy in a series of invasions, all part of a conflict known as the Second Exodus War. The Onyx Empire was defeated and dissolved in 2324.

In its earliest form, the Imperial Government was not in titular control of its territories, and instead exercised de-facto control through a series of agents and conspirators.
When it openly declared itself and seized power in 2315, the Imperial Government was formally designed around a dictatorship. Lucius Black held absolute power, but delegated power to a series of agents and governors who ran his affairs on other worlds.

Despite its reputation for ruthlessness and outright cruelty, the Onyx Empire did have the code of Imperial Law, which was designed to maintain peaceful, orderly civilian life. Crimes were well-defined and simple to follow, but personal freedoms were non-existant. Evidence could be collected by agents of the Omegas without warrant, and anyone could be stopped and searched at any time. Resisting an agent of the Omegas in any way meant imprisonment or death, usually death.
The ultimate law in the Onyx Empire was the Imperial Decree, which Lucius Black could issue at any time and for any reason, immediately overriding any other laws on the books.

The United Earth Alliance's existing law enforcement was disarmed, but not disbanded. They were given the role of peace officers, traffic enforcers, and most of the other roles they held earlier. Unlike the Omegas, the Imperial Peacekeepers were required to follow traditional rules of due process, but they could immediately call on the Omegas at any time.

The Onyx Empire existed almost entirely to make war on other nations. The Onyx Empire never formed official alliances or trade agreements with other nations, with the sole exception of the Sirius Families via the Nakamura Family Territory, but they never became true alliances.
The Onyx Empire did attempt to form an alliance with Gaius Shadar of the Remnant, in order to gain knowledge of their immortality and their technology. Lucius Black attempted to uncover their secrets, but never brought them over to his side. In the last years of the Second Exodus War, the Alphas spread official word and rumors that the Remnant had sided with the Onyx Empire, but this was not the case. The Remnant fought several battles against the Alliance of Planets during the Second Exodus War, but they were on errands of their own, not serving the interests of the Onyx Empire.

The Imperial Military was the most widely-publicized and omnipresent face the Onyx Empire presented to outsiders. It was formed with the intended purpose of prosecuting war against its neighbors and taking over their territories.
The bulk of the personnel in the Imperial Military were artificially gestated during the "Perfect Soldier Project" developed and launched on Ah Kin. Others were Torimur exiles who fought in the First Exodus War, and many were volunteers from the various worlds conquered by the Onyx Empire during the Second Exodus War.
The Imperial Military had four branches; the Royal Imperial Army, Royal Imperial Navy, Royal Imperial Air Force, and Royal Imperial Marine Corps. They strongly believed in a combined arms doctrine, and all four chains of command answered to the Grand Admiral, and then to Emperor Lucius Black.

The Onyx Empire's intelligence-gathering and counter-intelligence organizations were among the greatest in human space. The Omegas acted as an extremely effective all-purpose intelligence organization: they gathered intelligence, spread terror, completed counter-intelligence and counter-insurgency missions, and acted as a form of state police for the Empire, answering only to Lucius Black.
The Alphas had a more benign intelligence role. They were the propaganda machine of the Onyx Empire, spreading pro-Empire propaganda within its borders, and spreading anti-United Earth Alliance propaganda within the Titan System and other star systems before their defeat at the hands of the Imperial military.

Private transportation off-world was strictly regulated by the Imperial Government. In-system flights were permitted, but all hyperspace-capable starships were seized by the Onyx Empire.
The Royal Imperial Merchant Marine was formed to operate all non-military starships under the control of the Empire. The vast merchant fleets operated passenger liners to carry legal civilian traffic, and freighters to carry the goods that made up the backbone of the Onyx Empire's economic power.

At the height of its power, the Onyx Empire held control over nineteen star systems, and covered three Sectors. Its power base was in the Sol Sector, but it had significant holdings in the De Mairan Sector and the Pelagrim Sector.
At its height, the Onyx Empire controlled thirty-two inhabitted planets, and operated its power base from the Imperial Palace in the city of Memphis, on Earth.

The economy of the Onyx Empire was centered on the Imperial Credit, an electronic currency which was carefully regulated and controlled by the Royal Imperial Bank. The Onyx Empire never levied taxes, and only paid its debts through issuing Imperial Credits. In order to maintain demand for the Credit, the possession of any other currency was outlawed, punishable by death.
Despite their stranglehold on currency and on the production of military hardware, the rest of the economy thrived in the Empire's territories, until the end of the Second Exodus War, when the Royal Imperial Bank purged all records of ownership and account ballances.

The Onyx Empire controlled one of the most diverse populations of Terrans, mostly due to its large territory and the fact that it conquered the United Earth Alliance's holdings. No religion was promoted over any other, and no race was given preference over any other.

Public health oversight was another role held by the Alphas, though their primary mission was to oversee the "Blighted Camps" where the terminally ill, the chronically disabled, and the enfeebled elderly were housed, processed, and terminated.
The Royal Imperial Health Association was created to treat the "desireable" elements of society permitted access to healthcare by Imperial decree. The treatments and checkups were not free, as part of the Royal Imperial Bank's plan to create demand for the Imperial Credit. The Association ran clinics, hospitals, and medical schools. The Association was also responsible for the oversight of doctors' performance and professional standards.

The Torimur culture was promoted and allowed to thrive under the reign of Lucius Black's empire. The blending of Itallian and Mongolian cultures and racial characteristics and cultural values was promoted from the top down by the Imperial Government.
