The Federated Districts of the Prefecture, a self-proclaimed champion of freedom, casts itself in stark contrast to its direct predecessor, the Onyx Empire. Within its borders, many believe that it truly upholds the ideals it touts, but international critics claim it is simply the Empire reborn with new masters on the throne.

The Prefecture is an infant government, sprouted from the hopes and dreams of Anthony Hadrian, the former Grand Admiral of the Royal Imperial Navy. The Prefecture claims to embody the spirit of the original colonial Torimur, protected by soldiers who truly love freedom and dignity over power and control. In reality, this image is true--for its citizens. To its international enemies, the government is cruel and merciless, commiting blatant war crimes and assassination of political enemies.

The Prefecture is a strong centralized federation with two executive heads, the Consul and the Prefect. While they hold a significant amount of power, there are checks and balances held by the judicial and legislative branches.

The Constitution of the Prefecture was drafted during the Convention of Admirals in 2323. Other laws fall into two categories: criminal and civil. All Districts and Worlds in the Prefecture operate under a single uniform code of justice, and share a common court system and law enforcement jurisdiction.

Investigating crimes and prosecuting criminals falls to the Federal Department of Law Enforcement, a national police force with multiple levels of organization. Even the lowest street cop reports to the FDLE.

Once caught, a criminal must answer to the justices, the Prefecture's court system. The Prefecture has a strange court system, with no juries or lawyers. Three justices take the role of prosecutor, defense, and impartiality.

The Prefecture is a Member State of the Alliance of Planets, but is not currently in good relations with anyone but the Ikronin Jurekön. Outright hostilities exist between the Prefecture and the United Centusi States, while they maintain positive but neutral relations with most of their other neighbors.

The Prefecture's armed forces are divided into four branches:

The Prefecture military is not the most modern when considered from a technological viewpoint, but is among the most advanced in terms of tactics and training. They operate under a "do more with less" policy, though their budget is among the highest per capita in the galaxy.

The Prefecture maintains multiple covert intelligence missions. The Central Office of Military Intelligence is in charge of spying, and works with Special Forces branches of the military in counter-terrorism. The Prefecture maintains a strict policy against monitoring its own civilians, preferring to use aggressively armed on-site security to protect vital installations against terrorism.

While mass transit has been considered the ideal method of transportation, the fierce attitude of individualism and a robust personal earnings economy has made highways and individual ground vehicles the most popular method of transport on most Prefecture worlds.

For travelling between worlds, huge spaceliners capable of hyperspace travel are not particularly popular like they are in other nations. Instead, smaller transports are used and interstellar travel is accomplished by way of the Wormhole Gate network.

For a younger government, the Prefecture has an unusual amount of territory. It inherritted many star systems from the Onyx Empire, and it is an aggressive expander, with valuable military assets set up everywhere. The Prefecture is divided into five Districts, with varying numbers of worlds in each. Each District receives three Senators, and each world receives two Curiators. There is no District-level government, but the governors of each world in a District tend to work closely together.

The Prefecture owns many diverse worlds: Tejat is an important hub for foreign trade with the Reigens, Ikronin, Lorithos and Meroniri. Laojiu was something of a coup for the Prefecture. They managed to take the Onyx Empire's centralized farming center and turn it into a net exporter, with incredible financial muscle. The worlds of Laojiu feed not only the Prefecture, but many other nations as well. Tavou is considered a frontier border District. Until the Volucris invasion and the destruction of the Mirach System, Tavou was the center of Prefecture expansion into the outer reaches of the "Orion Arm", as our sector of the galaxy is known. Since then, Tavou has become a rough area and is the center of military sabre-rattling. Ueda is the capital of the Prefecture and the center of industry and military development. Ward is the Prefecture's claim to education and culture, with multiple libraries and museums.

The Prefecture has a robust economy, which has been rapidly recovering since the Second Exodus War. While their agriculture has suffered during the Tempest War, the rest of the economy is advancing by leaps and bounds.

While the Ikronin Likvada is the de facto standard of interstellar commerce, the Prefecture has refused to adopt it as their own. Instead, they have adopted the gold standard, and issue the Peculium from the federal treasury.

The Prefecture has a very naturalized, nearly homogenized population. Racially speaking, it has American, Chinese, Indian, French and Irish population centers, but aside from naming conventions and a high literacy rate in non-English languages, they all have a single shared culture.

Health care and general public health is excellent in the Prefecture. Recent developments in organ regrowth and synthesized blood have made trauma deaths almost unheard of, and made many congenital diseases a thing of the past.

The Prefecture Department of Health has little to do with the day to day healthcare of the populace, leaving that sort of work to private physicians and hospitals. Instead, it focuses on medical emergencies like outbreaks and natural disasters. Its main public body is the Mobile Medical Corps, which works as a highly advanced medical relief unit.

Culture in the Prefecture is considered "classic western" in the Terran sense. It centers around ideals of individuality, personal responsibility, family and morality. They spend a lot of their free time in leisure activities such as sports and entertainment, and place almost no value in "classical" arts.
