Short of the Fourth Fleet, few fighter groups are as well-trained or skilled as the Ueda Air Command. Ada Bailey was a highly-ranked Fourth Fleet officer until the Battle of Ueda. Jan Brooks decided that the capital world and capital District needed the best defenses available. Her second-in-command was the only choice.

Bailey is a top-ace, with dozens of kills. She fought in the Second Exodus War, the Imperial Civil War, and the Volucris Incursion. She began her training on Alpha Centauri during the cloning project, where she became certified in the Raven when she was only 13 years old.
