The Department of Health has little to do with the medical industry when there is not a disaster at hand. In times of peace and tranquility, it simply observes the pharmeceutical companies and other parts of the medical field to make sure that proprietary treatments are not kept from the market due to extreme controls. If a company creates a treatment and does not distribute it, the Department of Health seizes it and makes it public domain. Price is not a concern, and companies are quite free to bleed their customers dry, so long as they offer their product for sale to everyone.
The Department of Health's main responsibility is the Mobile Medical Corps, a battlefield surgical hospital team--though they are also dispatched to natural disasters and epidemics. They operate huge "Mercy" medical frigates, which can dispatch landing craft with Mobile Army Surgical Hospitals. The Mobile Medical Corps also runs the best medical academies in the Prefecture.
On the ground, the Mobile Army Surgical Hospital is the most important job of the Corps. The Field Ambulance transports patients to the M.A.S.H., while the Field Surgery Truck acts as a local miniature surgery room. In the event that the hospital on the ground is inadequate, the Nightingale VTOL is designed to airlift patients up to the advanced facilities on the orbiting Mercy Cruiser.
[edit] Department of Mental Health
The Department of Mental Health reports to the Department of Health. It is responsible for overseeing the mentally ill or disabled in the society of the Prefecture.
The Prefecture does not allow the mentally ill or disabled to roam free in society. If someone is diagnosed with a mental illness or disability, they are immediately evaluated for a number of medical programs. If at all possible, the problem is cured. Many hormone-induced problems can be treated with gene-therapy or replacing damaged organs.
If a true cure is not possible, several treatment options are evaluated. If medication is possible, the subject's behavior when unmedicated is observed by police and military experts for risk factors. If there is a significant risk of violence when unmedicated, the patient is institutionalized until there is a cure: no exceptions.
If the risk of violent behavior when unmedicated is low, they are equipped with an automatic medication system which monitors their whereabouts and medication levels. If the device is ever removed, the patient is tracked down and institutionalized for life.
Regardless of their risk factors, the mentally ill who cannot be cured are never allowed to be full citizens of the Prefecture.
