The Sol System Authority is the governing force on Earth, Luna, Mars, and Venus. With the planet essentially destroyed in the great Battle of Terra at the end of the Second Exodus War, and the bulk of the survivors of Earth fleeing to the stars, the governing council is largely a ceremonial position.
Terrans are a tough lot, and their planet is more resilient than others. For some time as the dust settled, many thought that Earth would become another dead world like Lorithan, but it has pulled through remarkably well and is well on the way to recovery. Fixing the planet's environment, economy and infrastructure is still an ongoing project, but the people of Earth have gained a lot of headway, and help is never far in the form of funding and material support from the Meroniri, the Lorithos, and the Ixoarchada.
