With the end of hostilities between Earth and the seperatist movement, and with the international embarassment to Earth resulting from the bombing of Torimur, the United Earth Alliance offered a truce to the Sirius Cluster and to the survivors of Torimur.

Because the United Earth Alliance had the resources to win any war, they did not offer very favorable terms. They agreed to bring war crimes charges against the parties responsible for bombing Torimur, and agreed to evacuate all survivors from the surface of Torimur.

In exchange, Lucius Black and all survivors of Torimur were required to leave the Sol Sector, and to never interfere in Terran politics again. Additionally, they were required to disarm.

The representatives of the Sirius Cluster refused to even attend the meeting, but the Torimur colonists consented to the terms and signed the treaty.
