The United Earth Alliance was one of the most powerful nations in human space between the 21st Century and 24th Century. It was a major political, military and economic power, and a founding member of the Alliance of Planets.

[edit] History

Main Article: History

The United Earth Alliance was formed out of a general consensus of Terran nations at the end of World War III. Its history was long and successful, marked by incredible expansion into the outer reaches of space. While the First Exodus War showed the Alliance the need for a powerful military, it was a lesson it soon forgot after First Contact. The Alliance Defense Force was allowed to atrophy, and this led to the defeat of the Alliance in the Second Exodus War. While a provisional government led the survivors on Theia throughout the Second Exodus War, the United Earth Alliance was officially dissolved in 2324.

[edit] Government

Main Article: Government

The Government of the United Earth Alliance had an executive branch, a legislative branch, and a judicial branch.

The executive branch was embodied by the office of the President and the office of the Premier. The President was a single elected office governing the entire Alliance, but the Premier was a conglomeration of elected offices, divided over several worlds and together representing the Alliance as a whole with equal power to the President.

The legislative branch was embodied by the Assembly, a tiered democratic council. Anyone could run for the Assembly so long as they could speak, age or criminal record was not an issue. The head of the Assembly on each world was the Prime Minister.

The judicial branch was embodied by the Judicial Services Bureau, a council selected by lottery. Rather than have any appointed position, citizens could volunteer to serve in any judicial process, and were randomly-selected for any trial on the basis of experience and merit.

[edit] Law

Main Article: Law

The founding law of the United Earth Alliance is the Charter, a document which the nations of Earth signed to become members of the Alliance. The document formally created the offices of the The President, the Premier, and the Prime Minister, and formed the Assembly.

The United Earth Alliance also formed two law systems, the Universal Criminal Code, and the Universal Civil Code. They adopted French civil law rather than English common law, making most lawsuits a simpler matter.

[edit] Law Enforcement

Main Article: Law Enforcement

The Metropolitan Police Service was responsible for most law enforcement throughout the Alliance. The Metro was highly regarded and respected, and protectorates of the Alliance frequently signed agreements with the Metro to authorize them to enforce local laws on protectorate worlds.

The Metropolitan Police Service is noted for the fact that unlike the rest of the Alliance, it was not disbanded. It became the Imperial Peacekeepers under the Onyx Empire, and the Federal Department of Law Enforcement under the Federated Districts of the Prefecture.

[edit] Foreign Relations

Main Article: Foreign Relations

The early days of the United Earth Alliance were marked with significant strife with its colonies. Bethija marked an important turning point prior to its complete absorbtion into the Alliance. The First Exodus War exacerbated the problems, finally resulting in the Alliance allowing certain worlds to declare their independence and accept "protectorate" status.

Following First Contact, the Alliance was on very good terms with the Meroniri Terinasi and the Ikronin Jurekön. Together, the three formed the Alliance of Planets, which served as an entity of peace and goodwill.

The United Earth Alliance met its main foreign enemy in the form of the Onyx Empire, which destroyed the Alliance during the Second Exodus War.

[edit] Military

Main Article: Military

In its early years, the United Earth Alliance's armed forces were an extremely diverse organization which slowly incorporated former independent nations' militaries into their ranks. For many years, they were divided into five distinct branches, covering Army, Navy, Air Force, Space Agency, and Marine Corps roles.

After their victory in the First Exodus War, the branches were all unified into a single organization and chain-of-command known as the Alliance Defense Force, with sub-commands covering the former roles. The rank and office of General-Commander was created to oversee and command the military in its entirety.

[edit] Intelligence

Main Article: Intelligence

The Central Intelligence Agency was the United Earth Alliance's eyes and ears. Since its founding in 1947 by the United States, the Agency has had a fearsome reputation for information-gathering.

Unfortunately, every field agent with information on the Onyx Empire was detected, track down, and murdered by the Omegas before they could report the growing military threat to the Alliance.

[edit] Transportation

Main Article: Transportation

For most of the 21st Century, hyperspace flights were one-way for everyone except the Space Agency. Colonists made a huge commitment, and had to live with their choice.

Later, hyperspace technology became refined to the point where most civilians could afford a flight every year or so, but remained very expensive. The use of the Wormhole Gates made interstellar travel much more affordable, but towards the end of the United Earth Alliance's existence, Gate travel was banned over safety concerns.

It wasn't until after the fall of the Alliance that hyperspace and Wormhole Gate travel became cheap enough for the average citizen to make monthly, weekly, or even daily trips.

[edit] Territory

Main Article: Territory

In its early history, the United Earth Alliance was an aggressive expander, locating and colonizing new worlds as quickly as its resources would allow. Over time, the new colonies sought independence. This led to minor conflicts, finally culminating in the armed pacification of Bethija. After Bethija and the First Exodus War, all colonies seeking independence were granted "protectorate" status, and allowed to govern themselves as long as they never armed a military.

[edit] Economy

Main Article: Economy

The economy of the United Earth Alliance was very powerful for most of its history. The unification of Earth's powers into a single entity and the colonization of other worlds brought in resources beyond the wildest dreams of pre-Alliance economists.

Towards the end of the 23rd Century, however, the economy began to enter a recession. A combination of the increasing reliance on non-Alliance worlds for consumer goods, the preference of the Likvada instead of the Dollar in interstellar trade, and the premature over-investment in the Urokon Network brought about a near collapse of the domestic economy of the United Earth Alliance. It became a moot point when the Onyx Empire defeated and absorbed the Alliance in a military campaign. Economists theorize that if not for the military campaign of the Onyx Empire, the entire Sol Sector would have been plunged into an economic depression.

[edit] Demographics

Main Article: Demographics

The United Earth Alliance had several strong shifts in demographics over the years. American and Soviet-descended people dominated much of its early history, but the promise of a universally-representative system held true. Nearly every former nation of Earth saw one of their descendants achieve the office of either the President, the Premier, or the Prime Minister.

[edit] Public Health

Main Article: Public Health

One of the major challenges faced by the United Earth Alliance during the 21st Century was dealing with the health woes of the Third World nations joining the world government. As mainstream health care became more and more affordable, the major challenge was instilling proper health habits in its citizens to keep the economy on the move.

[edit] Culture

Main Article: Culture

The global and later interstellar culture of the United Earth Alliance grew up around the ideals of unity, even at the expense of other ideals. This frequently caused friction with the colony worlds, particularly those that desired independence.

After the disasters at Bethija and Torimur and the First Exodus War, the Alliance began to see the merits of allowing worlds to be self-governed and independent. Still, the idea of unity is pervasive throughout their society.
